Extension Manager stores synced configuration separately from the current browser's local state. Before moving to another device, save a backup using configuration export.
Data that can sync
Preferences, groups, Profile definitions, rules, aliases, and remarks use the browser's sync storage. Whether they reach another device depends on the browser account and sync settings. Signing in alone does not guarantee that extension data sync is enabled. Do not rely on this as a migration method between Chrome and Edge.
In Chrome, enabled sync can transfer data to other Chrome browsers signed in to the same account. While offline, data is stored locally and sync resumes after reconnecting. See the Chrome Storage documentation.
Sync storage limits
Chrome sync storage has a total quota of approximately 100 KB and an individual raw-item quota of approximately 8 KB. Extension Manager compresses and splits larger configuration values, but the overall quota still applies.
“Cloud Storage Usage” on the About page reports sync storage usage. It does not include local history or icon caches. If configuration cannot be saved, check this value and export a backup before removing unneeded configuration. See the Chrome Storage API for quota details.

These values are stored in the current browser using IndexedDB or page-local storage and do not sync with your account. The quota for chrome.storage.local is not a single limit that applies to all of this local data.
Extension Manager's configuration backup also excludes other extensions' own settings, packages, and data. Use each extension's own sync or backup feature to migrate those.
Clear data
“Settings → Restore Default” resets preferences only. “Clear Configuration” removes synced configuration. Clear history separately on the History page, and delete Popup snapshots from the Popup's additional-actions menu.
